Completion Report on Construction of RCC Retaining Wall at Kullu, Himachal Pradesh

  1. Project Description:

Kullu Youlokoe Tibetan Settlement is located right at the edges where two rivers (Beas & Sarvari) merged together. It has 66 families with total population of 287 people living near riverbank. As a riparian settlement, it is vulnerable to frequent flooding especially during the monsoon season. There has already a retaining wall at Kullu Tibetan settlement. However, due to recent flash flood on July 8th, 2023, the existing wall has been damaged to great extent. Additionally, its insufficient length failed to cover all portions of the settlement, resulting in widespread damage and destruction to their properties as well. Therefore, the construction of a new retaining wall is dire needed to prevent such natural disaster in the near future.

  1. Project Procedure:

After receiving project estimation from camp leader, this office approached Department of Home with a project proposal to fund this project. During the FY 2023-24, the project got approved from AET fund with Rs 3,000,000/- (Thirty lakh rupees only.) After the approval, on 15th December a tender notice had been issued and on 23rd December the project committee consisting of six members passed a resolution towards Construction of new RCC retaining wall at Kullu Youlokoe Tibetan Settlement and has mutually decided to appoint Rimat Ram as a final contractor to carry out the project based on lowest tender submission that is Rs 2,967,557/-(Twenty nine lakh sixty seven thousand five hundred fifty seven only.) On 25th December 2023, a legal agreement was signed between the contractor and Kullu Palrabling Tibetan Settlement office (KTSO) represented by Settlement officer Mr. Tsultrim Dorjee, TSO Kullu. The entire project was agreed upon a lump sum contract basis with payment divided into four installments. The payment has been decided to release after receiving percentage wise completion report from the contractor.

  1. Project Objectives:

The construction of an RCC retaining wall is indeed a priority to protect the Tibetan residents and their properties from frequent occurrence of floods during the rainy season. Ensuring safety and security from such vulnerable natural disasters is the main objective of this project.

  1. Project Outcome and conclusion:

The project was conducted under the supervision of settlement officer, which made timely visits to the sites and undertook regular monitoring from the start of the project till its completion. With the completion of this project, we are hopeful to achieve increased safety and reduced damage from any future flash floods. Therefore would like to thank you for funding this project during the times of need.
