

Kalon Palden Dhondup was born on 6 July 1969 in Ladakh, India. He completed his schooling up to Class IX at TCV School, Ladakh, and subsequently pursued higher studies at the Central Institute of Higher Tibetan Studies, Varanasi, where he earned both Shastri and Acharya degrees.
During his student years, he actively engaged in student and community affairs, serving as a member of the Sakya Welfare Committee, a member of the Students’ Welfare Committee, President of the Tibetan Children’s Village Alumni Association (TCVAA), and a member of the Regional Tibetan Freedom Movement.
Following a brief tenure at Ngor Ewam Choden Monastery as a teacher and secretary, he formally joined the Central Tibetan Administration (CTA) on 25 March 1996 after successfully clearing the staff recruitment examination for the post of Under Secretary. He was initially appointed as Assistant to the Settlement Officer of the Kalimpong Tibetan Settlement and was later promoted to Deputy Secretary and appointed Settlement Officer of the settlement.
In 2001, he was transferred to Choephelling Tibetan Settlement in Miao, Arunachal Pradesh, as Settlement Officer. From 2002 to 2006, he served as Settlement Officer of Phuntsokling Tibetan Settlement in Odisha. He was subsequently posted to Kunphenling Tibetan Settlement in Ravangla, Sikkim, where he served from 2006 to 2007, before being appointed Settlement Officer of the Darjeeling Tibetan Settlement in 2007.
On 26 February 2008, he was promoted to the rank of Joint Secretary and concurrently served as Settlement Officer of both the Darjeeling and Sonada Tibetan Settlements. Later that year, he was appointed Settlement Officer of Doeguling Tibetan Settlement in Mundgod, Karnataka.
In 2011, he was transferred to the Bureau of His Holiness the Dalai Lama in New Delhi. In 2013, he was appointed Joint Secretary in the Department of Home and was promoted to Additional Secretary in 2014. From 2016 onwards, he served as Director of the Tibetan Administrative Training and Welfare Society (TAWS).
On 1 May 2019, he assumed office as Secretary of the Department of Health. Subsequently, on 11 October 2022, he took charge as Secretary of the Department of Home, where he continued to serve with dedication and leadership.
In June 2026, Kalon Palden Dhondup was elected as a member of the 17th Kashag during the First Session of the 18th Tibetan Parliament-in-Exile and assumed office as the Kalon (Minister) of the Department of Home. With three decades of experience in public administration, settlement governance, welfare, and community development, he continues to serve the Tibetan people with dedication, integrity, and a deep commitment to the vision and policies of the Central Tibetan Administration.
Mr. Thupten Tsering was born in 1975 in the Tezu Settlement. He completed his secondary education (10th grade) at the Tibetan Children’s Village (TCV) School in Bylakuppe, followed by a one-year pre-primary teacher training program. From 1992 to 1997, Mr. Tsering served as a pre-primary teacher in various villages within the Lugsam and Dekyi Larsoe settlements, under the administration of TCV Bylakuppe. During this period, he also dedicated time to private studies in Tibetan language and Buddhist philosophy under the guidance of lamas from Sera Thekchen Ling Monastery.
In 1997, he moved to Bangalore to pursue higher education at Baldwin College, where he completed his Pre-University Course (PUC) and earned a Bachelor of Commerce (BCom) degree. After graduating in 2002, he returned to the Bylakuppe settlement and served as an office secretary at Tashi Lhunpo Monastery for several months and then served as a cashier at TCV Bylakuppe, for approximately two years until 2005.
In late 2005, he secured the second rank in the CTA civil service entrance exam for the position of Under Secretary. He officially joined the Department of Religion and Culture on February 8, 2006. In 2009, he cleared the Deputy Secretary exam, securing the first rank. While working, he continued his academic pursuits, obtaining an M.A. degree through private study from Himachal Pradesh University.
After twelve years of service in the Department of Religion and Culture, he was transferred to the Tibetan Supreme Justice Commission, where he served as Joint Secretary for eight months. In May 2019, he was appointed as the Settlement Officer of Lugsung Samdupling, Bylakuppe, serving until May 2021. Following his tenure as Settlement Officer, he served for nearly one year as the Chief Representative Officer (CRO) for the Southern Tibetan Settlements.
From February 14, 2022, to February 12, 2026, he was sent on deputation to serve as the Executive Director of Men-Tsee-Khang (Tibetan Medical and Astro Institute) for a full four-year term. As of February 13, 2026, Thupten Tsering serves as the Additional Secretary at the Department of Home.

Ms. Tsering Youdon hails from the Phuntsokling Tibetan Settlement in Odisha. She completed her schooling at CST Chandragiri up to the tenth standard and then pursued her Pre-University studies at CST Darjeeling. She graduated with a Bachelor of Arts degree from Jyoti Nivas College, Bangalore.
In February 2006, Ms. Youdon joined the Central Tibetan Administration (CTA) as an Undersecretary, starting her career in the Department of Information and International Relations (DIIR). After six years of dedicated service in DIIR, she was promoted to Deputy Secretary in July 2012 and transferred to the Documents Classification Section under the Kashag Secretariat.
In May 2019, following another six years of exemplary work, she was promoted to Joint Secretary of the Health Department, where she oversaw the Projects Section, Public Health, and Disease Prevention initiatives. On 16 December 2024, she was appointed as the Additional Secretary in the Department of Home. In her current role, she is responsible for managing the Agriculture, GIS Cell, Central, Nebudel, and IT





Ngawang Choedhen was born on 14th July 1986 at Mundgod Doeguling Tibetan Settlement (K.S). He done his schooling up to Plus 2 Commerce from TCV Bylakuppe and later obtain Diploma in Secretarial Practice cum Front office from ITI Selakui, Dehradun under TCV scholarship. He served as Accountant cum Secretary post in Tibetan Settlement Office, Shillong under contractual base for 7 months from May to November 2008. Initially recruited to the post of Senior Clerk and appointed to serve at the Tibetan Settlement Office, Mandi (H.P) for a period of 6 years from 3rd December 2008 to 14th December 2014. Worked there for 4 years as an office accountant and two years as office secretary.Then transferred to the Tibetan Settlement Office, Dehradun (U.K) and served for two years as office accountant plus one and half years as office secretary w.e.f 15th December 2014 to June 2018. Later posted to the Tibetan Settlement Office, Dickey Larsoe, Bylakuppe (K.S) and served there as an office secretary from June 2018 to June 2019. Then posted to the Department of Home, CTA Gangchen Kyishong, Dharamsala (H.P) in June 2019 to continue serving in the Department of Home itself for nearly 5 years as a south zone coordinator.

Her name is Ngawang Dolkar and she was born in Markham in 1998. During her childhood, she came from Tibet to India. In 2018, she graduated from basic education at the Tibetan Children’s Village School in Suja. In 2020, she began studying Tibetan culture and other subjects at the Central University of Tibetan Studies (CUTS). She studied there for four years. In 2024, she graduated from CUTS with a Bachelor’s degree.
Thinley Umawa is a dedicated public servant currently serving as the Under Secretary in the Northeast Section. Since 2023, he has been the dealing officer for several Tibetan Settlements including Gangtok, Rawangla, Shillong, Tenzingang, and Bomdila. Umawa’s career in public service began in 2011 when he was appointed as the In-charge of the Tibet museum and its mobile exhibition at the Department of Information and International Relations, a position he held until 2013. His journey continued with roles in the Career Counseling Section of the Department of Education from 2013 to 2015, followed by a significant stint as a main translator and editor in the Terminology Section of the same department from 2016 to 2023. Umawa’s educational background has equipped him well for his diverse roles. He completed his secondary and senior secondary education at the Tibetan Children’s Village Schools in Suja, Upper Dharamshala, and Gopalpur. He then went on to earn two bachelor’s degrees: a B.A. in English from Delhi University and a B.A. in Tibetan from the College for Higher Tibetan Studies. This dual specialization in English and Tibetan has undoubtedly been an asset in his work, particularly during his time as a translator and editor, and continues to serve him well in his current position overseeing multiple Tibetan Settlements.

Tsering Dolma was born in Tibet in 1981 and came to India in 1993. She completed her schooling up to Class 10 at Upper TCV, Dharamshala, and continued her higher secondary studies in Gopalpur.





Sonam Dickyi is originally from Tibet. She completd her high school education at TCV Upper and later pursued her college studies at Jesus and Mary College (Women), Delhi. Passionate about education and community service, she volunteered as an English teacher for two months at Namgyal Monastery School. Currently, she is working at the Department of Home
Tenzin Rabga is a dedicated public servant with over 14 years of experience in the Central Tibetan Administration. He completed his 10th grade at Dharamsala Tibetan Children’s Village School and graduated 12th grade from Mundgod Residential School. Before joining government service, Rabga gained valuable experience in education and management, working as a Bookstore Manager at Suja Tibetan Children’s Village School for four years and serving as a Hindi teacher at a Tibetan Children’s Village School. His career in public service began on February 9, 2010, when he was appointed as a temporary staff member at the Dharamsala Local Tibetan Administration Office. On October 8, 2010, he officially joined the government as a permanent employee. Throughout his career, Rabga has worked in various departments, including a transfer to the Department of Information and International Relations in 2013, and later to the Department of Finance in 2017, where he was appointed as the General Kitchen Manager. As of July 15, 2021, Tenzin Rabga has been serving in an administrative capacity at the Department of Home, continuing his commitment to the Tibetan community and government.

Tenzin Dolkar was born and raised in Shillong, Meghalaya, India. She received her primary education at Sambhota Tibetan School in Shillong and her matriculation at CST Sonada. In 2008, she did her higher secondary education at Umshyrpi College, Shillong.
Tenzin Sangmo began his education at CST Dalhousie till 10th standard. She then transferred to CST Mussorie to pursue commerce and completed her 12th from CST Mussorie. After 12th she pursued Bachelor in Commerce from Delhi University. She joined CTA in year 2014 and worked at Department of Health, Department of Information & International Relation and PSC respectively. Currently she is working in Department of Home at Agriculture and Cooperative Desk.
Mr. Tsewang Norbu, a dedicated agricultural professional, completed his 12th-grade education at CST Chotta Shimla in 2004. He further advanced his education by obtaining an official transcript for a Diploma in Agriculture from the Arava International Center for Agriculture (AICAT) in Israel, where he studied from October 2012 to August 2013.
Tenzin Khechok, born on October 26, 1993, is a dedicated individual with a strong foundation in farming. He completed his Class 12th education from Central School for Tibetans in Bylakuppe in 2012. With years of hands-on experience in farming, Tenzin has developed a solid understanding of farming practices and management, complemented by skills in physical labor, manual handling, and basic equipment operation.
Phurbu Dolma, born on March 1, 1982, is a dedicated professional with a strong background in accounting and a deep commitment to her work. She completed her Class 12th education at Central School for Tibetans, Mundgod, in 2002, and went on to earn a Bachelor of Commerce (B.Com) degree from JSS Dharwad College, Karnataka University, in 2005.
Dechen Wangmo, born on October 22, 1995, in Dingri, Tibet (བྲག་རྩེ་), is an accomplished Agriculture Extension Officer at the Tibetan Settlement Office in Bylakuppe. Dechen’s early education was rooted in science, having completed her 10+2 (Science PCB) from SOS Bylakuppe in 2014. She further pursued her academic aspirations by obtaining a Bachelor of Life Sciences, specializing in Botany, Zoology, and Chemistry, from Jyoti Nivas College, Bangalore, in 2017. Additionally, she has a certificate in Modern Practices of Yoga from the same institution.
Kelsang Wangmo, born on October 2nd, 1980, is a dedicated professional with a background in sociology, having graduated from Bomdila College under Indira Gandhi National Open University (IGNOU) in Arunachal Pradesh. Her career is marked by diverse experiences in both education and agriculture. From 2000 to 2001, Kelsang completed a one-year agriculture training program in Israel, laying the foundation for her future work in the field. In 2002, she enhanced her skills by undertaking a basic computer course at the Institute of Buddhist Dialects Computer Centre in Dharamsala, Himachal Pradesh. Between 2004 and 2009, Kelsang served as a Junior Bhoti Teacher at Tawang Public School in Arunachal Pradesh, working under the initiative of the Chief Minister for six years. In 2010, she pursued a three-month training program on Basic Organic Farming with Biofertilizer preparation at the Organic Research and Training Centre (ORTC) in Bylakuppe, Karnataka. Following this, she took on the role of Agriculture Extension Officer (AEO) at Tenzingang, but had to resign after six months due to a family emergency. Kelsang’s commitment to her profession led her to rejoin as an AEO at Miao Settlement in 2016. Two years later, in 2018, she was transferred to Tenzingang Settlement, where she continues to serve with dedication.

Pempa Dolma is a dedicated professional in the field of agriculture with a strong background in both practical and technical aspects of farming. Born with a passion for agriculture, Pempa has embarked on a promising career that blends education, hands-on experience, and specialized training.
Tenzin Tenpa, born on December 18, 1983, in Dhondenling Tibetan Settlement, Kollegal, is a committed professional with a diverse background in agriculture and technology. He completed his 12th grade at CST Mundgod, followed by a Diploma in DOOAC computer course at Selaque. Tenzin further enhanced his technical skills by completing a Hardware and Networking course at Jetking in Bengaluru. His passion for sustainable agriculture led him to complete a three-month course on Organic Farming at the Organic Research & Training Centre (ORTC) in Bylakuppe.
Thupten, born on January 4, 1966, is a dedicated professional with a rich background in agriculture and extensive experience in various roles. He completed his 10+2 education in the Humanities stream at CST Dalhousie and went on to deepen his expertise in Japanese culture and agriculture. In 1991, Thupten undertook a one-year Japanese language course at East West Foreign Language School in Chiba City, Japan. Following this, in 1992, he completed a one-year agriculture training program at Chiba Prefecture Agriculture College in Tokane City, Japan. He also passed the Japanese Language Proficiency Test (2nd Grade), organized by the Japan Educational Association, further showcasing his linguistic and cultural skills.
Tsering Agloe, born on December 25, 1980, is a dedicated Tibetan professional with a strong background in supervision and fieldwork. He completed his 10th-grade education and has accumulated over 11 years of experience working as a supervisor at Karuna’s Home, an institution dedicated to supporting individuals with disabilities.

Tenzin Chokrab was born in Nepal and completed secondary education at TCV School Suja. He obtained both his Bachelor’s and Master’s degrees in Geography from Delhi University. In 2023, he served in Central Tibetan Administration through Tibet Corps volunteer program for eight months. Currently, he works as a cashier in the account section.


Originally from Tibet, Wangyal’s fascination with art and engineering began as a child when he was in Lhasa. After moving to India in 2003, he completed a Bachelor of Architecture from Lovely Professional University. He works under Studio Nyandak as the in-house architect for the Central Tibetan Administration (CTA) Department of Home. In addition to supporting more than 30 ongoing projects across India, he is involved in BBCC(Building Back Compact Communities), GIS mapping and designing affordable housing complex in Agling Tibetan Settlement, Ladakh. His goal is to create environment that promote mental and physical well-being by integrating aesthetic, functional, and sustainable practices.
Ngawang Yeshi is a dedicated Tibetan structural engineer with a B.Tech in Civil Engineering from SRM University. He specializes in structural design, working with Studio Nyandak as the in-house engineer for the Central Tibetan Administration’s Department of Home. His work focuses on creating sustainable, eco-friendly, and earthquake-resistant buildings, addressing the unique challenges of the seismically active Himalayan and Tibetan regions where many Tibetan communities reside. Ngawang is currently pursuing a master’s degree in Structural Engineering from E Construct and aspires to be recognized for innovative and resilient structural designs. Outside of work, he enjoys sports and maintaining an active lifestyle.



Sonam Tashi, completed his school education from Tibetan Homes Foundation Mussoorie in 2004. He earned his Bachelors’ and Master’s Degree in political science from M.S University, Vadodara in 2009. He joined CTA on 7th September 2015 as senior Clerk and was initially posted at Tibetan settlement office, Bir Tibetan Society as office secretary. Later, he was transferred to CRO Shimla, where he served as an accountant cum office secretary and simultaneously carried out responsibility of Land and State committee secretary. In December 2022 he was appointed as Tibetan demographic data custodians of CTA and concurrently took charge of project officer at the Youth Empowerment Support (YES) Desk, Department of Home, CTA. Since then, he has been actively engage in development and implementing initiatives at the YES Desk, overseeing their progress and impact up to date.

Tenzin Yangkyi, born in Dharamsala in 1999, is the Communication Officer at Youth Empowerment Support (YES+), where she leads communication initiatives focused on youth empowerment and community development. She holds a Bachelor’s degree in Political Science, Journalism, and English from The Dalai Lama Institute for Higher Education, and a Master’s degree in Mass Communication and Journalism from St. Philomena’s College. With professional experience at The Deccan Herald, TibetTV, and as a content creator in Bangalore, her work bridges media, culture, and advocacy. Rooted in Tibetan identity, she is particularly interested in using communication as a tool to amplify community voices, challenge stereotypes, and create meaningful narratives grounded in lived experience.
Tenzin Kunga currently serves as the Program Officer at the YES+ division of the Central Tibetan Administration (CTA).Born and raised in Dharamshala, Tenzin began their education at Sacred Heart High School, attending from LKG to Class 5. He then studied at Krishnamurti Foundation India Rajghat Besant School from Class 6 to 10, before completing higher secondary education (Class 11 and 12) at Upper TCV.
Kalden is a multidisciplinary graduate with a background in Psychology, Journalism, and English, and training in cloud technologies as an AWS Certified Cloud Practitioner. He currently serves as a Monitoring, Evaluation, and Learning (MEL) Officer at the YES+ Division, contributing to data-driven program assessment and learning. With cross-cultural research experience and sustained engagement in youth leadership and community initiatives, his work lies at the intersection of technology, research, and social impact.
Guru Drakpa traveled from Tibet to India as part of his exile journey in 2008 and spent most of his time in Musssoorie. He completed his college education at the Central Institute of Higher Tibetan Studies in Varanasi, earning a Bachelor’s degree in Philosophy and a Master’s degree in Literature. His experiences have fostered a deep interest in cultural and literary studies, and he is passionate about exploring diverse perspectives and ideas.
