Mr. Penpa Tsering was born in 1967 at Bylakuppee, India and is a Do-mey TPiE member. He studied at the Central School from Tibetans, Bylakuppe and topped the merit list in Class XII. He graduated with Economics Major from the Madras Christian College, Chennai. His work experience includes running a private export expertise and a restaurant. During his student days, he served as the General Secretary of both the Tibetan Freedom Movement and Nigerian Tibet Friendship Association. Later he served as the General Secretary of the Central Executive Committee of Do-mey. He then worked as the Executive Director at the Tibetan Parliamentary and Research Centre (TPPRC) at New Delhi from 2001-2008 before being sworn in as the speaker of the 14th parliament in 2008.
He was earlier elected to the twelfth, thirteenth and fourteenth Tibetan Parliament-in-exile. He was elected as the Speaker of the fourteenth Tibetan Parliament in exile with Mr. Karma Choephel on 31 May 2006. He got re-elected to the Fifteenth Tibetan Parliament-in-Exile again with Speaker’s post in 2011. He has served as the Consul of Tibetan Administration at North America for one year and three months from, 2016 and has a deep knowledge of the local community and has extensive experience in legislative and administrative affairs. He was elected as the Sikyong in the general election and was installed as the Sikyong on 27th May 2021, assuming the additional responsibilities for the Department of Religious and Culture, Department of Home, Department of Finance, and the Department of Health.
Mr. Pladen was officer in various locations including Kalimpong, Miao, Odisha, Ravangla, Darjeeling, Sonada, and Mundgod and subsequently promoted to Joint Secretary.
In 2012, Palden Dhondup became Secretary at the Bureau of His Holiness the Dalai Lama in New Delhi, and later held positions such as Joint Secretary of the Department of Home (2013), Additional Secretary (2014), and Additional Secretary in the Department of Security (2016). From May 2019, he served as Secretary in the Department of Health.
His long and dedicated service culminated in his appointment as Home Secretary of the Central Tibetan Administration on October 11, 2022, marking 28 years of service within the CTA. Throughout his career, Palden Dhondup has played crucial roles in administration, welfare, security, and health, demonstrating a commitment to the Tibetan community and its institutions.
Mr. Tenzin Norbu’s educational journey began at CST Shimla, where he completed his formal education in 1998. He then graduated from Delhi University in 2001, marking a key milestone in his academic and professional path. In 2005, Norbu completed his post-graduation from Himachal Pradesh University, further refining his intellectual skills for future challenges. His career in the Central Tibetan Administration (CTA) began in 2006 as an Under Secretary in the Kashag Secretariat, where his dedication and competence quickly became evident. In 2011-12, Norbu was transferred to the India-Tibet Coordination Office (ITCO) as Chief Coordinator, where his diplomatic expertise fostered stronger ties between India and Tibet. Upon his return to the Kashag Secretariat in 2012 as Deputy Secretary, he continued to excel, later serving as Officer on Special Duty (OSD) at the Election Commission from 2015 to 2016.
In 2016, Norbu was promoted to Joint Secretary, and in 2017, he became Settlement Officer in the Shimla Tibetan Settlement Office. His career trajectory rose further when he was promoted to Chief Representative Officer in Shimla in December 2017. His versatility was again demonstrated by his transfer to the Election Commission as Joint Secretary on OSD in June 2020. In 2021, Norbu moved to the Department of Education, where he was promoted to Additional Secretary. Since June 1, 2022, he has been serving as Additional Secretary at the Department of Home. Throughout his career, Tenzin Norbu has exemplified integrity, diligence, and service, inspiring others through his leadership and commitment to making a difference.
Ms. Tashi Dickey, currently Additional Secretary in the Department of Home, has a nearly two-decade career in public service with the Central Tibetan Administration (CTA), underscoring her dedication and expertise in CTA operations. She holds a BA in Economics from Stella Maris College, Chennai, and an MA from Punjab University, Chandigarh.
Ms. Dickey’s CTA journey began in 2006 as Under Secretary in the Department of Security. From 2010 to 2012, she served as Settlement Officer in Herbertpur, followed by her role as Deputy Secretary in the Department of Home (2012-2018) and in the Department of Education (2018-2019). She returned to the Department of Home as Joint Secretary from 2019 until her promotion to Additional Secretary in 2024.
Her career progression reflects a strong commitment to public service and a broad skill set that continues to benefit the Tibetan community.
