The four-day 16th Administrative Conference of the Tibetan Settlement Officers, organised by the Department of Home, Central Tibetan Administration (CTA), successfully concluded on 14 November 2025.
The closing session was graced by former Kalon Dongchung Ngodup as the Chief Guest. The conference was attended by Tibetan Settlement Officers from India and Bhutan, Agriculture Extension Officers (AEOs), representatives from the Tibetan Cooperative Societies, and the Chief Representative Officers of the South Zone, Shimla, Ladakh, and Northeast Zone. The Chief Guest was accompanied by Pema Delek, Chairman of the Federation of Tibetan Cooperatives in India (FTCI).
Before the formal proceedings commenced, Additional Secretary Tashi Dickey and Tsering Youdon of the Department of Home presented the ratified agendas of the conference. This was followed by concluding remarks delivered by Home Secretary Palden Dhondup.
In his address, former Kalon Dongchung Ngodup reflected on his years of service within the CTA, including his tenure at the Bureau of His Holiness the Dalai Lama in New Delhi. He expressed profound gratitude to His Holiness the Dalai Lama for his unwavering guidance and leadership. He commended the Settlement Officers for their committed service and noted with appreciation the increasing number of young staff members participating in administrative responsibilities.
Highlighting the Settlement Officers’ role as the bridge between the CTA and the Tibetan public, he encouraged them to carry out their duties with sincerity, dedication, and a strong sense of responsibility—always grounded in the gratitude owed to His Holiness the Dalai Lama. He further emphasised their responsibilities in both administrative and financial domains, urging them to uphold transparency, accountability, and integrity.
The Chief Guest noted that while no single individual can address every challenge, collective effort and coordinated service can lead to meaningful progress for the community.
The conference formally concluded with a vote of thanks delivered by Joint Secretary Tenzin Kunsang of the Department of Home, marking the successful completion of the 16th Administrative Conference of the Tibetan Settlement Officers.
