Handover Ceremony of TSO Officer – Dickey Larsoe Settlement, Bylakuppe, Karnataka

Bylakuppe, Karnataka — October 8, 2025: The Dickey Larsoe Tibetan Settlement in Karnataka marked a significant leadership transition this week as Ms. Ngawang Tenzin officially assumed office as the new Settlement Officer, succeeding Mr. Chemi Dorjee, who concluded his four-year tenure.

The formal handing-over ceremony took place from October 1 to 7, 2025, with Mr. Gelek Jugney, Settlement Officer of Lugsam Tibetan Settlement, serving as the official witness. During the transition, key administrative documents, stationery, and detailed maps of the settlement’s 16 camps were formally transferred to the incoming officer, ensuring continuity in local governance.

In a departure from the usual handover protocol, outgoing officer Mr. Chemi Dorjee took the initiative to personally introduce the incoming officer, Ms. Ngawang Tenzin, to key Indian government officials in Bylakuppe, Periyapatna, Hunsur, and Mysuru. The two also met with Tibetan community leaders from various associations, monasteries, schools, and institutions. This extended orientation aimed to provide the new officer with a deeper understanding of the local administrative and community landscape.

The transition culminated in a public gathering held on October 8 at the TDL Nyamdrel Hall, attended by local residents and community leaders. In his farewell address, Mr. Chemi Dorjee reflected on the milestones achieved during his tenure and expressed gratitude for the support received from both staff and the wider community. He encouraged continued collaboration and extended his best wishes to the new Settlement Officer.

Addressing the gathering, Ms. Ngawang Tenzin pledged to serve with transparency and dedication. She announced plans to visit all 16 camps in the coming weeks to better understand local needs and engage directly with community members.
