- Project Description:
The 15 Mile Tibetan colony is a small Tibetan camp that comes under the jurisdiction of the Kullu Tibetan settlement office. It is situated right next to the Beas River, which poses a life-threatening situation for the residents, especially during the monsoon season. The people have faced several major flash flood and landslides incidents, with which the most recent one occurred on July 8th, 2023, resulting in widespread damage and destruction to both lives and assets. Due to the incessant rainfall, many households were inundated and filled with flash water causing damage to their properties as well.
Therefore, the people of 15-Mile Tibetan camp were in dire need of the construction of an RCC retaining wall to provide a lateral support to maintain a ground surface at different elevations and to retain against rupture and sliding down of their settlement.
- Project Procedure:
Concerning the above situation, this office requested through a proposal to Central Tibetan Relief Committee (CTRC), Department of Home to support this project. The proposal was approved and has been awarded with a fund of Rs 5,184,887 /Fifty-one lakh eighty-four thousand eight hundred eighty-seven rupees only.) After the approval the project committee consisting of six members passed a resolution towards Construction of an RCC retaining wall at 15 Mile Tibetan Camp and has mutually decided to appoint contractor Chandan Premi to carry out the project based on lowest tender submission. A legal agreement was signed between the contractor and Central Tibetan Relief Committee represented by Settlement officer Mr. Tsultrim Dorjee, TSO Kullu. The project was commenced on 3rd January and a total amount for the project is Rs 5,184,887/- out of which Rs 1,204,662/- born by stake holders (beneficiary Contribution) and remaining amount Rs 3,980,225/- was funded by the Central Tibetan Relief Committee. Moreover, the entire project was agreed upon a lump sum contract basis with payments divided into four installments.

- Project Objectives:
The main objective of embankment construction is to retain water and prevent flooding waters from overflowing. Additionally, it aims to hold back or stabilize their settlement area and to prevent it from sliding or being eroded.
- Project outcome and Conclusion:
To have a retaining wall at 15 Mile Tibetan camp is the main hope of the people and upon completion of this project, a significant level of satisfaction and safety can be observed among residents, making them more at ease than before. The entire residents of 15 Mile Tibetan camp are eternally grateful to Central Tibetan Relief Committee for funding this project and also, we the Kullu Tibetan settlement office would like to thank you for your unwavering support and kind assistance during the times of need.
