Penpa Tsering
(Sikyong)

Mr. Penpa Tsering was born in 1967 at Bylakuppee, India and is a Do-mey TPiE member. He studied at the Central School from Tibetans, Bylakuppe and topped the merit list in Class XII. He graduated with Economics Major from the Madras Christian College, Chennai. His work experience includes running a private export expertise and a restaurant. During his student days, he served as the General Secretary of both the Tibetan Freedom Movement and Nigerian Tibet Friendship Association. Later he served as the General Secretary of the Central Executive Committee of Do-mey. He then worked as the Executive Director at the Tibetan Parliamentary and Research Centre (TPPRC) at New Delhi from 2001-2008 before being sworn in as the speaker of the 14th parliament in 2008.

He was earlier elected to the twelfth, thirteenth and fourteenth Tibetan Parliament-in-exile. He was elected as the Speaker of the fourteenth Tibetan Parliament in exile with Mr. Karma Choephel on 31 May 2006. He got re-elected to the Fifteenth Tibetan Parliament-in-Exile again with Speaker’s post in 2011. He has served as the Consul of Tibetan Administration at North America for one year and three months from, 2016 and has a deep knowledge of the local community and has extensive experience in legislative and administrative affairs. He was elected as the Sikyong in the general election and was installed as the Sikyong on 27th May 2021, assuming the additional responsibilities for the Department of Religious and Culture, Department of Home, Department of Finance, and the Department of Health.

Palden Dhondup
(Executive SECRETARY)

Mr. Pladen was officer in various locations including Kalimpong, Miao, Odisha, Ravangla, Darjeeling, Sonada, and Mundgod and subsequently promoted to Joint Secretary.

In 2012, Palden Dhondup became Secretary at the Bureau of His Holiness the Dalai Lama in New Delhi, and later held positions such as Joint Secretary of the Department of Home (2013), Additional Secretary (2014), and Additional Secretary in the Department of Security (2016). From May 2019, he served as Secretary in the Department of Health.

His long and dedicated service culminated in his appointment as Home Secretary of the Central Tibetan Administration on October 11, 2022, marking 28 years of service within the CTA. Throughout his career, Palden Dhondup has played crucial roles in administration, welfare, security, and health, demonstrating a commitment to the Tibetan community and its institutions.

Tenzin Norbu
(Additional SECRETARY)

Mr. Tenzin Norbu’s educational journey began at CST Shimla, where he completed his formal education in 1998. He then graduated from Delhi University in 2001, marking a key milestone in his academic and professional path. In 2005, Norbu completed his post-graduation from Himachal Pradesh University, further refining his intellectual skills for future challenges. His career in the Central Tibetan Administration (CTA) began in 2006 as an Under Secretary in the Kashag Secretariat, where his dedication and competence quickly became evident. In 2011-12, Norbu was transferred to the India-Tibet Coordination Office (ITCO) as Chief Coordinator, where his diplomatic expertise fostered stronger ties between India and Tibet. Upon his return to the Kashag Secretariat in 2012 as Deputy Secretary, he continued to excel, later serving as Officer on Special Duty (OSD) at the Election Commission from 2015 to 2016.

In 2016, Norbu was promoted to Joint Secretary, and in 2017, he became Settlement Officer in the Shimla Tibetan Settlement Office. His career trajectory rose further when he was promoted to Chief Representative Officer in Shimla in December 2017. His versatility was again demonstrated by his transfer to the Election Commission as Joint Secretary on OSD in June 2020. In 2021, Norbu moved to the Department of Education, where he was promoted to Additional Secretary. Since June 1, 2022, he has been serving as Additional Secretary at the Department of Home. Throughout his career, Tenzin Norbu has exemplified integrity, diligence, and service, inspiring others through his leadership and commitment to making a difference.

 

Tashi Deckyi
(Additional SECRETARY)

Ms. Tashi Dickey, currently Additional Secretary in the Department of Home, has a nearly two-decade career in public service with the Central Tibetan Administration (CTA), underscoring her dedication and expertise in CTA operations. She holds a BA in Economics from Stella Maris College, Chennai, and an MA from Punjab University, Chandigarh.
Ms. Dickey’s CTA journey began in 2006 as Under Secretary in the Department of Security. From 2010 to 2012, she served as Settlement Officer in Herbertpur, followed by her role as Deputy Secretary in the Department of Home (2012-2018) and in the Department of Education (2018-2019). She returned to the Department of Home as Joint Secretary from 2019 until her promotion to Additional Secretary in 2024.
Her career progression reflects a strong commitment to public service and a broad skill set that continues to benefit the Tibetan community.

Tenzin Losel
Section Officer

Tenzin Losel was born in the year 1985 at Bylakuppe Dickyi Larsoe Tibetan Settlement. After completing his school education from CST Mundgod in 2004, he pursued his Bachelors’ in computer science from St. Joseph Arts and Science College, Bangalore University in 2007. He joined CTA on 19th May 2011 as Office Assistant and was initially posted at the Department of Home as Project Officer in Agriculture Division. Later, in 21st July 2014 he was simultaneously assigned Personal Assistant to the Kalon and Secretary. He was promoted to the post of Office superintendent in 2016 and to the post of Section Officer in the 27th October 2022. In 16th November 2022, an internal posting to the Administration Division and with the Department’s organizational restructure in 2023 he was assigned in the north section as the dealing staff of Ladakh, Shimla, and Dehradun and Herbertpur Tibetan settlement.

Tenzin Dolma
Section Officer

Tenzin Dolma completed her undergraduate studies with a BA at Government College of Girls, Chandigarh followed by post-graduation in English Literature and Cultural Studies at Panjab University. Since her appointment as a CTA staff on October 3rd, 2019, she has been serving in the Home Department where she holds the responsibilities of settlement coordinator and dealing staff for seven Tibetan settlement offices in northern India under the Home Department, CTA.

Dawa Choezom
Dealing Staff

Dawa Choezom completed her high School education at THS Mussoorie in 2016. She then pursued her Bachelor’s and Master’s degree in Political science from MS University Baroda. After that She took Intensive course for Eight month on Buddhism at Gangchen Rigney School in Hunsur, South India. She has also completed a three month internship in the Department of Home itself and is currently working in North Section as a dealing staff of BTS, Bir Dege, Chauntra, Kumrao and TashiJong  Tibetan Settlements.

Yeshi Tenzin
Section Officer

On April 28, 2011, Yeshi Tenzin was newly appointed as an Office Assistant in the Education Department. On December 9, 2013, he was transferred to the Shillong Tibetan Settlement Office as an Office Secretary. Subsequently, on December 3, 2015, he was promoted to the post of Office Superintendent. On January 3, 2016, he was transferred to the Home Department. Later, on December 16, 2017, he was transferred to the Dehradun Tibetan Settlement Office as Khathor Secretary. On June 16, 2020, he was promoted to the post of Section Officer. Finally, on July 7, 2020, he was transferred back to the Home Department, where he continues his service.

Tenzin Ngagdon
Senior Clerk

Tenzin Ngagdon did schooling from Upper TCV and completed in the year 2012. Pursued Bachelors (Hon’s) in History from DLIHE, Bangalore and graduated in the year 2015. Year after, She had an opportunity to serve as a volunteer at Tibetan Social Service (NGO) for few months followed by sales assistance at Sharlho Garment store. She got selected as Junior Clerk and joined Home Department on 5/4/2017. Still working in the same department under Welfare Division as sponsorship coordinator.

Tenzin Kunsang
Joint Secretary (HoS)

Mrs. Tenzin Kunsang holds a Bachelor of Arts in English, Political Science, and Economics from Mysore University (1996) and a Computer Diploma from First Computer, Mysore (1996). She began her career with the Central Tibetan Administration (CTA) in 1998, following a 5-month staff recruitment training at the Sarah Institute of Tibetan Higher Studies. She was initially posted at the Dhargyeling Tibetan Settlement in Tezu, since then she held numerous portfolios across various departments within the CTA. Currently, she serves as Joint Secretary in the Department of Home, managing the administrative affairs of the South and Central Zone of Tibetan Settlement Offices in India. Her prior roles include:

  • (2015-2023) – Chief Project Officer and Program Coordinator for USAID in the Health Department
  •  (2010-2015) – Secretary General/Administrative Officer and Finance/Accounts Manager at the Office of Tibet, RSA
  • (1998-2010) – Various roles in the Settlement under the Department of Home, including Settlement Officer, General Manager of the Tibetan Handicraft Society, and Office Secretary.

Mrs. Kunsang was born to a farmer in Bylakuppe, Mysore, raised in Herbertpur, Dehradun.She did her formal education in S.F.F Senior Secondary School, Herbertpur, which is now STS Herbertpur. She was a school captain and was awarded School Best Girl in 1990. Pema Tsomo
Deputy Secretary

Pema Tsomo from Mundgod Tibetan Settlement, studied at C.S.T. Mundgod and has been working at the Central Tibetan Administration since November, 1992. Her career began at the Election Commission, where she served for about seven and a half years. In March 2000, she was transferred to TSO, Gangtok as Secretary cum Accountant. From March 2005 to 2009, she worked at TSO, Dharamsala.  Between 2012 and 2014, she held the position of Settlement Officer at TSO, Poanta Sahib.  She then worked for two years at the Deocumentation Section of  Kashag Secretariat, followed by a year as coordinator at TSO, Sonada, and four months at the Reception Centre.  From 1st July 2017 to 22nd May 2023, she was with Documentation Section, Kashag Secretariat.  Currently, she is serving at the South Central Section, Department of Home, since 23rd May 2023.

Ngawang Choedhen
Section Officer

Ngawang Choedhen was born on 14th July 1986 at Mundgod Doeguling Tibetan Settlement (K.S). He done his schooling up to Plus 2 Commerce from TCV Bylakuppe and later obtain Diploma in Secretarial Practice cum Front office from ITI Selakui, Dehradun under TCV scholarship. He served as Accountant cum Secretary post in Tibetan Settlement Office, Shillong under contractual base for 7 months from May to November 2008. Initially recruited to the post of Senior Clerk and appointed to serve at the Tibetan Settlement Office, Mandi (H.P) for a period of 6 years from 3rd December 2008 to 14th December 2014. Worked there for 4 years as an office accountant and two years as office secretary.Then transferred to the Tibetan Settlement Office, Dehradun (U.K) and served for two years as office accountant plus one and half years as office secretary w.e.f 15th December 2014 to June 2018. Later posted to the Tibetan Settlement Office, Dickey Larsoe, Bylakuppe (K.S) and served there as an office secretary from June 2018 to June 2019. Then posted to the Department of Home, CTA Gangchen Kyishong, Dharamsala (H.P) in June 2019 to continue serving in the Department of Home itself for nearly 5 years as a south zone coordinator.

Dolma Choezom
Office Superintendent

Dolma Choezom, born on January 27, 1974, in Sonamling Tibetan settlement, Ladakh, is a permanent employee of the Central Tibetan Relief Committee, Dharamshala. She completed her early education at SOS TCV School Ladakh and CST Shimla, followed by a polytechnic course in office secretary from Bangalore in 1997. Her career began on August 1, 1998, as an AET France sponsorship coordinator in Palrabling Tibetan Settlement, Kullu-Manali. Over the next 14 years, she served in various roles including accountant, treasurer, sponsorship coordinator, and office secretary in Kullu-Manali until January 5, 2013.

On January 7, 2013, Dolma was transferred to the Department of Home, CTA, Dharamshala, initially working as a receptionist. She then moved to the Administration section as a Settlement coordinator until June 2019, before transitioning to the Welfare Section. There, she served as a Sponsorship coordinator and worked on the Central Poverty Alleviation (Nyamthak Committee). As of May 2023, she continues to coordinate for Central and Southern Divisions. Sonam Topgyal
Deputy Secretary (HoS)

Sonam Topgyal, born on November 10, 1987, in Lhokha, Tibet, has pursued a diverse educational and professional path. He began his schooling in 1997 at Upper Tibetan Children’s Village (TCV) School, completing Class 10 in 2005. He then completed his higher secondary education in Commerce at Bylakuppe in 2007. Sonam continued his academic journey, earning a Bachelor of Commerce with a specialization in Human Resource Management from St. Joseph’s College of Commerce, Bangalore in 2010. He further advanced his studies, obtaining a Master of Commerce with a focus on Financial Management from Lovely Professional University (LPU) in 2013, followed by a Bachelor of Education from the same institution in 2014.

Sonam’s professional career began with volunteer work at Lha Association after his bachelor’s degree. He then gained teaching experience, instructing Class 12 at Upper TCV School until the Commerce Stream was relocated to Bylakuppe. In 2016, Sonam joined the Central Tibetan Administration (CTA) as an Office Superintendent with Project Officer responsibilities. His career at CTA has seen steady progression, with a promotion to Section Officer in 2021. In 2023, after clearing the Undersecretary Examination, he was transferred to the Department of Religion and Culture as the Religious Section Head. Most recently, in 2024, Sonam cleared the Deputy Secretary Examination and was transferred back to the Home Department as the North East Section Head, demonstrating his continued growth and commitment to serving the Tibetan community.

Thinley Umawa
Under Secretary

Thinley Umawa is a dedicated public servant currently serving as the Under Secretary in the Northeast Section. Since 2023, he has been the dealing officer for several Tibetan Settlements including Gangtok, Rawangla, Shillong, Tenzingang, and Bomdila. Umawa’s career in public service began in 2011 when he was appointed as the In-charge of the Tibet museum and its mobile exhibition at the Department of Information and International Relations, a position he held until 2013. His journey continued with roles in the Career Counseling Section of the Department of Education from 2013 to 2015, followed by a significant stint as a main translator and editor in the Terminology Selection of the same department from 2016 to 2023.

Umawa’s educational background has equipped him well for his diverse roles. He completed his secondary and senior secondary education at the Tibetan Children’s Village Schools in Suja, Upper Dharamshala, and Gopalpur. He then went on to earn two bachelor’s degrees: a B.A. in English from Delhi University and a B.A. in Tibetan from the College for Higher Tibetan Studies. This dual specialization in English and Tibetan has undoubtedly been an asset in his work, particularly during his time as a translator and editor, and continues to serve him well in his current position overseeing multiple Tibetan Settlements.

Dawa Dolma
Office Superintendent

She completed her schooling from CST Mussoorie in 2008. She then pursued BA in Tibetan (Rigney Rabjambha) from College for higher Tibetan studies, Sarah and at the same time did her corresponding in BA course from Delhi University, graduated in 2013. After completing her studies, she joined the Tibetan Parliament in Exile (CTA) in 2014 as a news editor on a contract basis for one and a half years. She then joined the Department of Home on October 8, 2015 as an Office Assistant and was initially posted as Project Officer in the Agriculture Division. She has been involved in the Agriculture Loan Project and the Sustainable Agriculture Development Project, funded by South Tyrol, Bolzano. Following the department’s restructuring on May, 2023, she was assigned to the Northeast section and currently serves as the coordinator and dealing staff for the Darjeeling, Sonada, and Kalimpong Tibetan settlements.

Tenzin Norzin
Office Superintendent

Tenzin Norzin holds a Bachelor’s degree in English from Maharaja Sayajirao University in Gujarat. She joined the Central Tibetan Administration in 2021 and initially managed the reception for over two years. Later, she was appointed as a project officer, responsible for overseeing the construction of retired staff quarters in the Bylakuppe settlement. Following a departmental restructure in 2023, she is now part of the Northeast section, where she now serves as the coordinator for three Tibetan settlements: Miao, Tuting and Tezu. In this role, she is responsible for their general administration, welfare and the management of developmental projects.

Migmar Dorjee
Joint Secretary (HoS)

Mr. Migmar Dorjee was born in Leh, Ladakh, and he completed his schooling from TCV. He pursued a Bachelor of Arts from Punjab University, Chandigarh. He cleared the Public Service Exam for the post of Under Secretary in 2006, and his first appointment was to work in the Tibetan Reception Centre in Kathmandu, Nepal, under the Department of Security, where he served until 2013. In 2013, he was promoted to the post of Deputy Secretary and transferred to become the Boudha and Jorpati Settlement Officer in Kathmandu, Nepal. In October 2013, he was again transferred to the Office of Tibet in Kathmandu, Nepal, as Secretary. He served there for five years before being transferred to become the Darjeeling and Sonada Settlement Officer in 2018. In 2019, he was transferred to the Department of Home. He was promoted to Joint Secretary in 2021 and appointed as Housing and Estate Manager. Since 2023, he has been taking on additional responsibilities for Nepal, Bhutan, and Delhi Tibetan settlements, as well as Youth Empowerment Support as the overall Section Head.

Sonam Choedon
Section Officer

Mrs. Sonam Chodon is from Sonamling Tibetan Settlement, Leh Ladakh and got her school education from TCV School. She completed BE Electrical Engineering from Maharaja Sayajirao University of Baroda in 2014. She worked as Science and Math teacher at Ladakh TCV School from 2015 to 2018. In 2018 she applied for post of Office Suprintendent at Central Tibetan administration and was first posted at Phuntsokling Tibetan Settlement, Dalhousie as Office secretary cum accountant. In Dec 2021, she was placed at Kashag Interim section for three month. She was transfer to Dehradun Tibetan Settlement Office in April 2022 where she worked as Office Secretary for Scattered Tibetan Settlement in Uttarkhand and Varanasi .In Dec 2022 she got transfer to Sonamling Tibetan Settlement Office, Leh as Office secretary. She got promoted to Section Officer in Feb 2024 at Department of Home, CTA Dharamsala and currently working as dealing staff of Tibetan Settlement Office of Nepal, Delhi and Bhutan.

Tsering Dorjee
Office superintendent

Tsering Dorjee completed his schooling +2 from CST Mussorie in the year 2008. He pursued a Bachelor of Commerce from St’ Joseph College, Darjeeling. To continue serving to the community he then did five months of intensive training to focus on Tibetan Language study at College for Higher Tibetan Studies, Sarah organized by Public Service Commission (CTA). In April 2013 he cleared Public Service Exam for the post of Senior Clerk and initially posted at Tibetan Settlement Office, Mandi as an accountant and served there for more than 2 and half years. In the year 2015 he was promoted to Office Assistant post and got transferred to the TSO Shillong as an Accountant cum Secretary for almost 4 years. From 2019 to 2021 he served at TSO Miao as an Accountant and got promoted to Office Superintendent while serving there. From 2022 he was appointed as an Accountant cum Dealing Staff in Housing Estate, Department of Home.

Norbu Wangyal
Electrician

Norbu Wangyal received his education at Tibetan Children’s Village (TCV) Upper, where he completed his studies up to class 10 in 1998. He then pursued a three-year electrical course at Vocational Training Center (VTC). Following his vocational training, Wangyal worked as an electrician at Lower TCV for one year. Subsequently, he joined the Department of Home under the Central Tibetan Administration (CTA) as an electrician, where he continues to serve.

Tenzin Lodoe
Electrician

He hold a Polytechnic Electrical Engineering degree, which he completed in 2021. Prior to that, he graduated from Upper T.C.V. High School in 2017 and went on to complete an ITI (Wireman/Electrician) course from Tibetan Private ITI Dehradun in 2019. Following my studies, he began working as an electrician in the Central Tibetan Administration (CTA), Department of Home, in February 2022, a role he currently hold

Tenzin Nima
Section Officer

Tenzin Nima, born in Kunphenling Tibetan Settlement, Ravangla, South Sikkim and he completed high school at CST Darjeeling. Then earned an undergraduate degree in Economics, Political Science, and Sociology (EPS) from St. Joseph’s College of Arts and Science in Bangalore, and a postgraduate degree in Economics from MSU Vadodara. Following graduation, worked with NGOs in Dharamsala, then became a co-manager at Doll4Tibet. Subsequently, Tenzin served as a research associate at TCHRD and worked with the Department of Home as a Participatory Need Assessment Facilitator for two years on a contract before joining the Central Tibetan Administration (CTA).

Tenzin Sangmo
Section Officer

Tenzin Sangmo began his education at CST Dalhousie till 10th standard. She then transferred to CST Mussorie to pursue commerce and completed her 12th from CST Mussorie. After 12th she pursued Bachelor in Commerce from Delhi University. She joined CTA in year 2014 and worked at Department of Health, Department of Information & International Relation and PSC respectively. Currently she is working in Department of Home at Agriculture and Cooperative Desk.

Tsering Dorjee
ORTC, Director

Tsering Dorjee, born on 1st July 1962 in Nyam, Tibet, holds a Bachelor’s degree in Agriculture Science from Chiba Agriculture College, Japan. His educational journey spans diverse institutions, starting from Central School for Tibetans in Mussoorie, followed by specialized studies in Japanese language and practical agriculture courses in Japan. He has further enhanced his expertise through numerous certificate training programs, covering areas such as watershed management, organic farming, leadership, and project management. Over the years, Tsering Dorjee has consistently sought to broaden his knowledge in the agricultural sector, particularly focusing on organic and sustainable farming practices.

With a career spanning nearly four decades, Tsering Dorjee has held various key positions within the Central Tibetan Administration (CTA) and related organizations. Beginning as an Agriculture Extension Officer in 1985, he has managed several agriculture and cooperative projects, including groundbreaking initiatives in water sanitation and dairy farm management. His experience includes roles such as Project Officer for ApTibet Projects, Agriculture Officer at the Department of Home, Public Relations Officer at the Office of Tibet in Japan, and Monitoring and Evaluation Officer for USAID programs. Currently, he serves as the Director of the Organic Research and Training Centre (ORTC) in Bylakuppe, where he continues to lead and promote organic farming and agricultural development for the Tibetan community.

Tsewang Norbu
ORTC, Bylakuppe

Mr. Tsewang Norbu, a dedicated agricultural professional, completed his 12th-grade education at CST Chotta Shimla in 2004. He further advanced his education by obtaining an official transcript for a Diploma in Agriculture from the Arava International Center for Agriculture (AICAT) in Israel, where he studied from October 2012 to August 2013.

Tsewang Norbu began his professional journey as an Agricultural Extension Officer (AEO) on a contractual basis with the CTRC, starting on April 15, 2014. His initial tenure spanned from April 15, 2014, to April 14, 2016, during which he served as an AEO at Miao Choephelling Settlement. Afterward, he took on the role of an accountant in the same settlement from April 15, 2016, to July 12, 2019.

In July 2019, Tsewang returned to his roots in agricultural extension, working as an AEO at the Organic Research & Training Centre (ORTC) in Bylakuppe. He held this position for two years and five months until December 28, 2021. He was then promoted to Manager at ORTC, a role he continues to excel in as of August 22, 2024.

Throughout his career, Tsewang has consistently sought to enhance his knowledge and skills by participating in various training courses and workshops. Some of the notable ones include:

– A nine-month training course on Agriculture Development through Modernization & Market Access from April 1, 2015, to December 31, 2015.
– A two-day course on the operation of Harvesto’s Digital Soil Testing Mini Lab on September 17-18, 2019.

Ngodup Jugney
ORTC, Bylakuppe

Ngodup Jugney was born on February 8, 1983. A dedicated professional with a robust background in agriculture, he has garnered extensive experience and knowledge in the field. Ngodup’s journey into agriculture began with his role as an agriculture extension officer at ORTC, Bylakuppe, where he has been employed since April 1, 2022. Jamyang Tsering was born on October 5th, 1976, in Dhondenling, Kollegal. He is currently serving as the Agriculture Extension Officer (AEO) of the Dhondenling Tibetan Settlement. Jamyang completed his early education up to the 10th standard at CST Kollegal and then pursued his +2 studies at CST Mundgod. In 1998, he was selected for a basic agriculture training program by the Department of Home, CTA. He successfully completed a 4-month basic agriculture training program at VC Farm, Mandya, organized by the Abdul Nazeerab State Institute for Rural Development, Government of Karnataka.

Following his initial training, Jamyang attended a 4-month Agroforestry and Environment Training course in Dharamsala from December 1998 to March 1999, organized by the Environment & Development Desk, Department of Information & International Relations, CTA. On April 1st, 1999, he was appointed as the first-ever AEO of the Dhondenling Settlement, Kollegal, by the Department of Home, CTA. Later that year, in October 1999, he had the opportunity to attend a one-year Agriculture Training program at the Arava International Centre for Agriculture Training in Israel, which he completed in September 2000.

Upon returning from Israel, Jamyang continued his role as AEO in the Dhondenling Settlement. He participated in various short-term training programs focusing on organic farming, animal husbandry, horticulture, and vegetable cultivation across India. Additionally, he completed a 2-month organic practical training at Yuen Foong Yu Bio Tech Co., Ltd, Taiwan, from November to December 2005. On July 1st, 2005, he was appointed as AEO under the Central Tibetan Relief Committee (CTRC), Department Of Home, CTA.

On August 15th, 2011, Jamyang was transferred to the Doeguling Tibetan Settlement in Mundgod, where he served as AEO until June 30th, 2014. He was then transferred back to Dhondenling Settlement, Kollegal, in July 2014 and continued his duties until March 2015. On April 1st, 2015, Jamyang attended a training course on Agriculture Development through Modernization and Market Access, organized by the Department of Home, CTA, at the Organic Research and Training Centre (ORTC) in Bylakuppe, Karnataka, which lasted until December 31st, 2015.

Since January 1st, 2016, Jamyang has resumed his duties as AEO in Dhondenling Settlement, Kollegal. In addition to his primary role, he is responsible for managing the Youth Empowerment Desk (YES) of the settlement, where he actively promotes youth empowerment and organizes various skill training programs through the Department of Home, CTA. Dechen Wangmo

Dechen Wangmo, born on October 22, 1995, in Dingri, Tibet (བྲག་རྩེ་), is an accomplished Agriculture Extension Officer at the Tibetan Settlement Office in Bylakuppe. Dechen’s early education was rooted in science, having completed her 10+2 (Science PCB) from SOS Bylakuppe in 2014. She further pursued her academic aspirations by obtaining a Bachelor of Life Sciences, specializing in Botany, Zoology, and Chemistry, from Jyoti Nivas College, Bangalore, in 2017. Additionally, she has a certificate in Modern Practices of Yoga from the same institution.

Dechen’s commitment to community service is notable. She served as an executive member of Students for a Free Tibet (SFT) Bangalore from 2014 to 2017 and was also a student council member at the Tibetan Youth Hostel in Bangalore during the academic year 2016-2017.

Her professional development includes extensive training in leadership, agriculture, and environmental conservation. Dechen has participated in various workshops and training programs, such as the Youth Empowerment Program at Rajagiri Centre for Business Studies in Kochi (2015), and the Youth Leadership Program at MIT School of Government, Pune (2017). Dorjee Wangchuk, born on June 15, 1976, in Dhargyeling Tibetan Settlement, Tezu, Arunachal Pradesh, is a dedicated and experienced Agriculture Extension Officer (AEO). At 48 years old, Dorjee has a rich history of service in various Tibetan settlements, reflecting his commitment to the community and his expertise in agriculture.

Dorjee’s early education began at the settlement school in Tezu, followed by his senior secondary education at CST Darjeeling, where he graduated in 1996. His journey in agriculture started in 1998 when he underwent a four-month basic agriculture training program at V.C. Farm in Mandya, Karnataka, organized by the Department of Home (CTA). This foundational training was complemented by a three-month environmental training in Dharamsala, organized by DIIR’s Environment Desk.

On April 1, 1999, Dorjee was appointed as the Agriculture Extension Officer (AEO) for Dhargyeling Tibetan Settlement, Tezu, under the Cooperative Society Ltd. His career was further enriched when he received the opportunity to train and work in Israel from October 1, 1999, to September 30, 2000. Upon his return, he resumed his duties as AEO in Tezu until June 30, 2005.

In July 2005, Dorjee transitioned to working under the Settlement Office in Tezu as the AEO, and in August 2009, he was transferred to Choepheling Tibetan Settlement, Miao, where he served for nearly three years. Following his request, he was transferred back to Dhargyeling Tibetan Settlement in 2012, continuing his service with dedication.

In 2015, as directed by the Department of Home (CTA), Dorjee attended a comprehensive training program on Agriculture Development through Modernization and Market Access at ORTC, Bylakuppe, from April 1 to December 31. After completing this training, he returned to his role at Dhargyeling Tibetan Settlement, where he served until May 31, 2019.

On June 1, 2019, Dorjee was transferred to Rabgayling Tibetan Settlement, Gurupura, where he continues to serve as the AEO. Over his 25-year career, Dorjee has participated in numerous training programs, primarily focusing on agriculture, organized by the Department of Home (CTA) Agriculture Section.

Kelsang Wangmo
AEO, Tenzingang

Kelsang Wangmo, born on October 2nd, 1980, is a dedicated professional with a background in sociology, having graduated from Bomdila College under Indira Gandhi National Open University (IGNOU) in Arunachal Pradesh. Her career is marked by diverse experiences in both education and agriculture. From 2000 to 2001, Kelsang completed a one-year agriculture training program in Israel, laying the foundation for her future work in the field. In 2002, she enhanced her skills by undertaking a basic computer course at the Institute of Buddhist Dialects Computer Centre in Dharamsala, Himachal Pradesh. Between 2004 and 2009, Kelsang served as a Junior Bhoti Teacher at Tawang Public School in Arunachal Pradesh, working under the initiative of the Chief Minister for six years. In 2010, she pursued a three-month training program on Basic Organic Farming with Biofertilizer preparation at the Organic Research and Training Centre (ORTC) in Bylakuppe, Karnataka. Following this, she took on the role of Agriculture Extension Officer (AEO) at Tenzingang, but had to resign after six months due to a family emergency. Kelsang’s commitment to her profession led her to rejoin as an AEO at Miao Settlement in 2016. Passang Wangdu

Passang Wangdu, born on August 19, 1985, is a dedicated professional with a strong background in agriculture and a commitment to continuous learning and development. A Tibetan national, Passang is fluent in Tibetan, English, Hindi, and Japanese, reflecting his diverse skills and experiences. He completed his Matriculation and Intermediate education at CST – Chota Shimla, in 2004 and 2006, respectively. Passang has a notable educational background in organic farming, having completed a one-year training course at OISCA Nishi Nippon Training Centre in Japan under the OISCA Scholarship program arranged by the Department of Home, CTA. Additionally, he undertook a two-month Basic Training Course on Japanese Language and Culture at the same center. His training in agriculture is further supported by several specialized courses, including a training on Horticultural Crops & Vegetables Improved Nursery Techniques & Crop Management System at Organic Research & Training Centre, Bylakupee, Mysore District, Karnataka in May 2017. Though I pursued a B.Sc. in Fashion Design, my love for nature and hands-on experience in agriculture have taught me more than any classroom ever could. With the invaluable support of our ORTC, I’ve had countless opportunities to expand my knowledge, including a recent 20-day intensive soil testing training at the University of Agricultural Science. This role has allowed me to apply my skills and passion to make a meaningful impact on the farming community, blending practical experience with a deep respect for the environment.

Jamphel Kungyal

Jamphel Kungyal’s career is a testament to his diverse experiences in military service, agriculture, and community development. Born and residing in Doeguling Tibetan Settlement, Mundgod, Karnataka, Jamphel has built a career characterized by discipline, leadership, and a commitment to enhancing his community.

Jamphel served in the army for six years, from 2007 to 2013, where he developed a strong work ethic, leadership skills, and discipline. Following his military service, he transitioned into agriculture, dedicating six years to cultivating maize from 2014 to 2020. During this period, he gained extensive experience in crop management. From 2021 to 2024, Jamphel managed a 3-acre areca nut plantation, further expanding his agricultural expertise.

In addition to his agricultural pursuits, Jamphel has made significant contributions to community development. He worked as a site supervisor with NAT under CTA for eight months, from October 3, 2022, to May 31, 2023, where he honed his project management skills by overseeing various projects. He completed his 10+2 education in the Humanities stream at CST Dalhousie and went on to deepen his expertise in Japanese culture and agriculture. In 1991, Thupten undertook a one-year Japanese language course at East West Foreign Language School in Chiba City, Japan. Following this, in 1992, he completed a one-year agriculture training program at Chiba Prefecture Agriculture College in Tokane City, Japan. Thupten’s career began on August 5, 1993, when he joined MTCS Ltd. Chandragiri as an Assistant Dairy Manager cum Fair Price Shop Supervisor. He was later promoted to Incharge of the Dairy Farm with additional responsibilities as Agriculture Incharge. In 1997, he joined as an Agriculture Officer for the Agriculture Development Project at Settlement under DANIDA, where he significantly contributed to the project’s success. By 2003, Thupten had returned to MTCS Ltd. as an Agriculture Extension Officer, furthering his commitment to agricultural development. On July 1, 2005, he joined the CTRC under CTA as an Agriculture Extension Officer, a role he continues to excel in.

Throughout her career, Yangom has demonstrated a commitment to serving the Tibetan community through various administrative roles within the CTA and at different Tibetan settlements in India.

Thupten Choedon
Personal Assistant

Thupten Choedon was born and raised in the Tibetan settlement of Tashi Jong, located in Himachal Pradesh, India. She received her education at CST Paonta and CST Mussoorie, which provided her with a strong educational foundation.

Following the completion of her studies, Choedon joined the Department of Home, Central Tibetan Administration (CTA). She has devoted the past 20 years of her career to various roles and responsibilities within this organization.

Currently, Choedon serves as the Personal Assistant to both the Home Kalon and Home Secretary. In this capacity, she is tasked with assisting in administrative duties and supporting daily operations to effectively advance the department’s initiatives.

Ngawang Dolkar
Senior Clerk

Her name is Ngawang Dolkar and she was born in Markham in 1998. During her childhood, she came from Tibet to India. In 2018, she graduated from basic education at the Tibetan Children’s Village School in Suja. In 2020, she began studying Tibetan culture and other subjects at the Central University of Tibetan Studies (CUTS). She studied there for four years. In 2024, she graduated from CUTS with a Bachelor’s degree.

Tenzin Palgyal
IT Support

Tenzin Palgyal began his education at Upper Tibetan Children’s Village (TCV), completing his studies there until 10th class. He then transferred to TCV Bylakuppe to pursue science. For his higher education, Palgyal attended Dalai Lama College where he earned a Bachelor’s degree in Computer Applications (BCA). Following his undergraduate studies, he completed a Full Stack development course with Orbit. Currently, Palgyal works as an IT professional in the Department of Home of the Central Tibetan Administration (CTA).

Rabga
Peon

Tenzin Rabga is a dedicated public servant with over 14 years of experience in the Central Tibetan Administration. He completed his 10th grade at Dharamsala Tibetan Children’s Village School and graduated 12th grade from Mundgod Residential School. Before joining government service, Rabga gained valuable experience in education and management, working as a Bookstore Manager at Suja Tibetan Children’s Village School for four years and serving as a Hindi teacher at a Tibetan Children’s Village School. His career in public service began on February 9, 2010, when he was appointed as a temporary staff member at the Dharamsala Local Tibetan Administration Office. On October 8, 2010, he officially joined the government as a permanent employee. Throughout his career, Rabga has worked in various departments, including a transfer to the Department of Information and International Relations in 2013, and later to the Department of Finance in 2017, where he was appointed as the General Kitchen Manager. As of July 15, 2021, Tenzin Rabga has been serving in an administrative capacity at the Department of Home, continuing his commitment to the Tibetan community and government.

Tenzin Namkha
HoS

Lingkar Tenzin Namkha completed his schooling up to class 12 at Tibetan Children’s Village Byalkupee. In 2006, he graduated with a Bachelor of Commerce (Honors) degree from Osmania University, Hyderabad. That same year, he joined Central Tibetan Administration, beginning his career at the Office of the Auditor General South branch.

In 2015, Namkha was transferred to Odisha, where he took on the role of Office Secretary. Later that year, he moved to the head office in the Account Section. On February 1st, 2021, he was appointed as the Chief Accountant. Throughout his career, Namkha has demonstrated a commitment to public service and financial management within the Central Tibetan Administration.

Tenzin Dekyoung
Office superintendent

Tenzin Dekyoung has a diverse educational and professional background. She completed her schooling at CST Bylakuppe in 2010 and CST Mundgod in 2012, establishing a solid educational foundation. In 2015, Dekyoung earned a Bachelor of Commerce degree from Mysore Teresian College, further enhancing her academic qualifications.

Following her education, Dekyoung embarked on a career with the Central Tibetan Administration (CTA). From 2016 to 2023, she gained valuable experience working in three different Tibetan Settlements, demonstrating versatility and adaptability in her professional roles. In December 2023, Dekyoung transitioned to a new position as an accountant in the Department of Home within the CTA. This current role allows her to apply her educational background in commerce and her extensive experience with the CTA to contribute to the financial management of the department.

Jigme Sodon
Office superintendent

Jigme Sodon completed her senior secondary education at SOS TCV School, Bylakuppe. She pursued her B.Com degree from Teresian College, Mysore, and graduated with an M.Com from Madras University. She joined the Central Tibetan Administration in September 2017, initially taking the role of Housing & Estate Accountant. Since May 2023, she has been serving as the accountant of the department.

Tenzin Rinzin
Office Secretary

Tenzin Rinzin is an accoutant at the Department of Home, Central Tibetan Administration. He graduated with a Bachelor degree from Madras Christian College, Chennai and finished his high school from Central School for Tibetans Mussoorie. Rinzin began his service in CTA as an accountant in Tibetan Settlement Office, Mandi in 2019 and then was transferred to his current work station in Department of Home, CTA.

Tenzin Chokrab
Senior Clerk

Tenzin Chokrab was born in Nepal and completed secondary education at TCV School Suja. He obtained both his Bachelor’s and Master’s degrees in Geography from Delhi University. In 2023, he served in Central Tibetan Administration through Tibet Corps volunteer program for eight months. Currently, he works as a cashier in the account section.

Ngodup Waser Rujang
Deputy Secretary (HoS)

Ngodup Waser Rujang was born in Kulu, Himachal Pradesh, to parents involved in road construction, but grew up in Norgyaling Tibetan Settlement, Bhandara. He attended primary school in the settlement before moving to CST Shimla and CST Mussoorie for higher education. Recognized for his achievements, he received the “School Best Boy ” medal from the Department of Education CTA in 1981 and 1985. In 1985, he contributed an article on “Preservation of Tibetan Culture & Heritage” to CST Mussoorie’s Silver Jubilee Souvenir journal. Following the CTA’s direction, he served in the Special Frontier Force (SFF) from 1986 to 1992 in Chakrata and Assam.

In 1992, Ngodup joined the Central Tibetan Administration (CTA) after passing the Junior Clerk staff recruitment exam with distinction. Over the next 22 years, he served in various Tibetan settlements and cooperative societies across India, holding positions such as Office Secretary, Accountant, Cashier, Sponsorship Secretary, Manager, Co-operative Secretary, and Settlement Officer. His dedication was recognized with the “Distinctive Staff for Excellence in Service” in 2008. In 2015, he was transferred to the Department of Home at CTA headquarters in Dharamsala, where he coordinated the Canada Resettlement Project, manager of housing & estate division and managed other significant initiatives. Ngodup received a “Certificate of 25 Year Service in CTA” in 2018 and continues to work on important projects such as Building Back Compact Communities (BBCC) Resettlement Project and the Tibetan Rehabilitation Policy-2014, having served the CTA with dedication for 32 years and counting.

Tsering Tenzin

Senior Clerk

Tsering Tenzin Khangsar was born in Dak-Tse village in the Tingri district of Tibet. In 2005, he escaped from Tibet to India as a refugee and attended TCV Suja School for his schooling up to the 10th standard. He then joined TCV Gopalpur School, where he completed his higher secondary education. After completing class XII, he pursued a Bachelor of Arts in Political Science at the Dalai Lama Institute for Higher Education in Bangalore. Subsequently, he obtained an LL.B degree in law from JSS Law College in Mysore from 2017 to 2020. Following his graduation, he worked at Omlo Dhungkar Choezong Monastery as a secretary and staff member of the history section for one year. Then he joined the Central Tibetan Administration as a senior clerk in December 2022, where he was assigned to the Home Department of the CTA. Initially, he served as a receptionist in the Home Department for several months. Since then, he has been working as a dealing staff member for the CTRC and BBCC projects, also assisting with the implementation of the TRP 2014 policy.

Tenzin Tenpa
In-house Engineer

Tenzin Tenpa is a structural engineer specializing in structural engineering. He studied at the Tibetan Children’s Village School and later completed his civil engineering master’s degree in Punjab at LPU. Tenzin gained practical experience working on small projects within Tibetan settlements and contributing to the construction of residence building for large monasteries like Sera (Bylakuppe) and Gyumed monasteries Hunsur. In Collaboration with Studio Nyandak, now he is In-house Engineer as a Construction Instructor and Consultant. He creates drawings for buildings, checks construction sites, and helps with projects for the Central Tibetan Administration. He is also part of GIS Cell helps in mapping of important information from Tibetan settlements.

Wangyal
In-House-Architect

Originally from Tibet, Wangyal’s fascination with art and engineering began as a child when he was in Lhasa. After moving to India in 2003, he completed a Bachelor of Architecture from Lovely Professional University. He works under Studio Nyandak as the in-house architect for the Central Tibetan Administration (CTA) Department of Home. In addition to supporting more than 30 ongoing projects across India, he is involved in BBCC(Building Back Compact Communities), GIS mapping and designing affordable housing complex in  Agling Tibetan Settlement, Ladakh. His goal is to create environment that promote mental and physical well-being by integrating aesthetic, functional, and sustainable practices.

Tenzin Namdol
Under Secretary

Tenzin Namdol,born in Kollegal ,Inida,holds a master degree in commerce.He joined CTA in 2009 as an office superintendent in office of auditor general.From 2016 to 2019   served as a office secretary in Lugsam,Bylakuppe.In 2019 he joined Dept.of Home as an accountant and currently  he is   an internal auditor dept. of Home.

Sonam Dorjee
Junior Clerk

Sonam Dorjee was born and raised in Ladakh. He received his schooling at TCV Ladakh and Upper TCV. He pursued a Bachelor’s degree in Electrical Engineering from  M.S. University of Baroda. Prior to his current role at the Department of Home, CTA starting July 4, 2024. Sonam dedicated eight years as a Mathematics and Science teacher at Sera Je Secondary School and STS Shimla. His career transition reflects a shift from education to public service within the Tibetan community, highlighting his enduring commitment to community development and service.

Tenzin Khenrab
Joint Secretary

Khenrab oversees program management of Youth Empowerment Support (YES+) under USAID’s FAA grant, ensuring implementation adheres to rigorous quality standards. His responsibilities include timely execution of plans, staff and administrative management, financial oversight, and fostering efficient collaborative relationships with Community Service Organizations (CSOs), youth groups, and funding agencies. With over 14 years of experience in project management and administrative leadership, Khenrab has served as Program Coordinator at the Social and Resource Development Fund (SARD), managing the USHA, PRM, and various grants. He also headed the Tibetan Entrepreneurship Development Initiative (TED) within the Department of Finance, CTA. Additionally, he held roles as Head of the Projects & Planning Division and later as Division Head of the Northeast Tibetan Settlements in India, overseeing the overall implementation of CTA programs and ensuring the smooth functioning of the settlements. Khenrab holds a Bachelor of Commerce from Delhi University and dual Diplomas in Multimedia & Web design from Swami Vivekanand Institute (SWI) in Delhi.

Sonam Tashi
Office superintendent

Sonam Tashi, completed his school education from Tibetan Homes Foundation Mussoorie in 2004. He earned his Bachelors’ and Master’s Degree in political science from M.S University, Vadodara in 2009. He joined CTA on 7th September 2015 as senior Clerk and was initially posted at Tibetan settlement office, Bir Tibetan Society as office secretary. Later, he was transferred to CRO Shimla, where he served as an accountant cum office secretary and simultaneously carried out responsibility of Land and State committee secretary. In December 2022 he was appointed as Tibetan demographic data custodians of CTA and concurrently took charge of project officer at the Youth Empowerment Support (YES) Desk, Department of Home, CTA. Since then, he has been actively engage in development and implementing initiatives at the YES Desk, overseeing their progress and impact up to date.

Tenzin Lecktsok
Junior Clerk

Tenzin Lecktsok was born and brought up in Tibetan Settlement Ladakh. His academic journey began at TCV Ladakh, where he received primary and secondary education. He pursued higher education in the science stream at TCV Bylakuppe. Seeking to expand his horizons further, he embarked on a new chapter by pursuing a B.Sc (Hons) Physics from Hans Raj College, Delhi University. Passionate about continuous learning and aiding others, he dedicated nine months for serving at Men-Tse-Khang as Men-Tsi-Lay-Nay. Presently, he is staff at Department of Home, CTA as a Project Office Assistant in the YES section.

Tenzin Yangkyi
Communication Officer

Tenzin Yangkyi, born in Dharamsala in 1999, holds a Bachelor’s degree in Political Science, Journalism, and English from The Dalai Lama Institute for Higher Education, and a Master’s degree in Mass Communication and Journalism from St. Philomena’s College. She has interned at The Deccan Herald and TibetTV and worked for six months as a content creator in Bangalore.

Tenzin Kunga
Program Officer
Tenzin Kunga currently serves as the Program Officer at the YES+ division of the Central Tibetan Administration (CTA).Born and raised in Dharamshala, Tenzin began their education at Sacred Heart High School, attending from LKG to Class 5. He then studied at Krishnamurti Foundation India Rajghat Besant School from Class 6 to 10, before completing higher secondary education (Class 11 and 12) at Upper TCV.
 
Tenzin holds a Bachelor’s degree with Honors in Journalism from Delhi University, which fueled his interest in global communication and media. He then went on to earn a Master’s degree in Political Science, specializing in International Relations, from Jawaharlal Nehru University (JNU).
 
In their current role as the Program Officer, Mr Tenzin Kunga focuses on empowering and supporting youth through a variety of initiatives under the YES+ division, helping to equip them with essential skills and knowledge for the future.
Tenzin Dodhon
M&E Officer

Tenzin Dodhon is passionate business analyst with a B.Com (Hons) and a Post Graduate Diploma in Management specializing in business analytics. Experienced as an Accountant at STSS Mussoorie and as a Business Analyst in the Business Intelligence department at Celebal Technologies in Jaipur. Currently, he serves as a Monitoring and Evaluation Officer in the YES division at the Department of Home. 

Wangmo
Finance Officer

Wangmo hails from Kunphenling Tibetan Settlement in Ravangla. She completed her schooling at Upper Tibetan Children’s Village School and earned a B.Com degree from The Dalai Lama Institute. Additionally, she completed her Master of Commerce, specializing in computer-oriented business applications, from Madras Christian College. She previously worked as an Accounts Officer at Mahabodhi International Meditation Centre for one year and is currently serving as a Finance Officer at YES, under the Department of Home.
