Background and Context<\/h3>\n

Following a recent visit to Dharamshala by representatives from the Kullu and Dalhousie regions\u2014where they met with the Honorable Sikyong (President), members of the Standing Committee of the Tibetan Parliament-in-Exile, and the Home Secretary\u2014urgent local grievances were reported. The representatives specifically appealed for assistance in resolving critical issues and requested formal inclusion in the Rehabilitation and Relocation Project<\/b>.<\/p>\n

In response to these appeals, and to gain a firsthand understanding of the situation for future planning, the Department of Home (DoH) scheduled this assessment visit.<\/p>\n

Visit Itinerary and Activities<\/h3>\n

From April 16 to 20, 2026, the Home Secretary visited several high-priority sites, including:<\/p>\n

    Kullu Region:<\/b> Yulo Koe (Kullu), Dekyiling (Manali), 15 Mile, and Palrabling Settlement (Dobhi).<\/p>\n<\/li>\n

  • \n

    Dalhousie:<\/b> Puntsokling Settlement.<\/p>\n<\/li>\n<\/ul>\n

    Key objectives carried out during the visit included:<\/b><\/p>\n

      Consultation Meetings:<\/b> Engaging in discussions with local leaders and community stakeholders.<\/p>\n<\/li>\n

    • \n

      Public Addresses:<\/b> Holding general meetings with the Tibetan resident population.<\/p>\n<\/li>\n

      Problem Solving:<\/b> Deliberating on solutions for complex land disputes and local grievances.<\/p>\n<\/li>\n

    • \n

      Project Oversight:<\/b> Inspecting ongoing development projects.<\/p>\n<\/li>\n

    • \n

      Future Planning:<\/b> Assessing the necessity of new initiatives to alleviate current hardships.<\/p>\n<\/li>\n

      Verification:<\/b> Conducting detailed inspections of the living conditions of families currently listed under the Relocation Project.<\/p>\n<\/li>\n<\/ul>\n
